கிழக்கு மாகாணசபை ஆட்சி தொடர்பில் தமிழ்தேசிய கூட்டமைப்பினதும், தமிழரசுக்கட்சியினது தலைமையினதும் கட்டுப்பாடுகளை மீறி ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸிற்கும் ஒப்பந்நமொன்றை செய்துள்ளனர் இலங்கை தமிழரசுக் கட்சியின் சில உறுப்பினர்கள். கிழக்கு மாகாண அமைச்சர் பதவியை பெறுவதற்காக அவர்கள் கட்சியின் கட்டுப்பாட்டை மீறி இந்த ஒப்பந்தத்தில் கைச்சாத்திட்டுள்ளதாக தமிழரசுக்கட்சியினரால் குற்றம்சுமத்தப்படுகிறது.
இலங்கை தமிழரசுக் கட்சியின் சார்பில் அதன் செயலாளர் சட்டத்தரணி கே.துரைராஜசிங்கமும் ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸின் சார்பில் அதன் செயலாளரும் இராஜாங்க அமைச்சருமான ஹசன் அலியும் இந்த இரகசிய ஒப்பந்தத்தில் கைச்சாத்திட்டுள்ளனர். கடந்த 9ம் திகதியே இரகசியமாக அந்த ஒப்பந்தம் செய்யப்பட்டுள்ள போதும், தற்போதே அது பற்றிய தகவல்கள் வெளியாகியுள்ளன.
இந்த ஒப்பந்தத்தின் அடிப்படையில் ஸ்ரீலங்கா முஸ்லிம் காங்கிரஸுக்கு முதலமைச்சர் பதவி கிடைப்பதை ஏற்றுக்கொண்டுள்ள இலங்கை தமிழரசுக் கட்சிக்கு கிழக்கு மாகாண சபையில் இரண்டு அமைச்சுக்களையும் பிரதி தவிசாளர் ஒருவரையும் பெற்றுக்கொள்வது என்று குறிப்பிடப்பட்டுள்ளது.
2012ஆம் ஆண்டு நடைபெற்ற கிழக்கு மாகாண சபைத் தேர்தலில் தமிழ்த் தேசிய கூட்டமைப்பு, இலங்கை தமிழரசுக் கட்சியின் வீட்டுச் சின்னத்தில் போட்டியிட்டு 11 ஆசனங்களை கைப்பற்றியமை குறிப்பிடத்தக்கது.
குறித்த ஒப்பந்தத்தில் குறிப்பிடப்பட்டுள்ள விடயங்கள்:
MEMORANDUM OF UNDERSTANDING (MOU)
THIS MOU made and entered into at Colombo on this Ninth (09th) day of February year Two Thousand and Fifteen (2015) by and between;
M.T.HASEN ALI, the General Secretary of Sri Lanka Muslim Congress (SLMC) (hereinafter called and referred to as “The Party of the First Part”).
AND
KRISHNAPILLAI THURAIRAJASINGAM, the Secretary of Illankai Tamil Arasu Katchchi (ITAK)(hereinafter called and referred to the “The Party of the Second Part”).
W I T N E S S E T H
WHEREAS Nazeer Ahamed of SLMC has been appointed as the Chief Minister of the Eastern Provincial Council.
AND
WHEREAS the ITAK has agreed to give full support and corporation to the Chief Minister Nazeer Ahamed to administer the Eastern Provincial Council.
AND
WHEREAS the SLMC has agreed with the ITAK to offer Two (2) portfolios in the Board of Ministers of the Eastern Provincial Council to ITAK and the post of Deputy Chairman of the Eastern Provincial Council.
Wherefore now agreed between the SLMC and the ITAKalong with other political parties in the Eastern Provincial Council to form a government under the Chief Minister of Nazeer Ahamed and to work in corporation.
It is also agreed that the Chief Minister is entitled to nominate other ministers at his discretion in consultation with the Leaders of respective political parties.
IN WITNESSETH WHEREOF the Party of the First Part and The Party of the Second Part do set their respective hands hereunto and to two others of the same tenor and date as these presents at the place on the date month and year at the beginning hereof written.
